ULA fight sets the tone before recess
The last Council meeting before recess centered on Measure ULA, new call-in comment rules, business improvement districts, the Boyle Heights fire emergency and ballot labels.
On the Council's last meeting day before recess, a 123-item agenda turned into a long argument over Measure ULA, public-comment access, smoke-shop rules, fire recovery and which tax measures should reach the November ballot.

July 1 was the first meeting under the new phone-comment rule, so members read amendment summaries into the record before public comment.
Technical ULA items passed, a Palisades-fire exemption advanced, and the broader new-construction ballot measure was noted and filed.
Smoke-shop restrictions moved after Wilmington testimony, while Boyle Heights fire recovery stayed active through the local emergency item.
August 4 is the next checkpoint for the Palisades second reading, BID ballot announcements and several report-backs.

The Council is in recess until August 4. The ULA fight pauses there, but item 118 made clear that construction exemptions and long-term reform are likely to return.
