Fire overtime, shelter care and climate accounting

Fire Department deficits came back to the council

Item 8 transferred money to cover projected deficits in sworn overtime and unused sick-time accounts at the Los Angeles Fire Department. The council adopted it 10-0 along with Item 7. Watch the vote.

Marisa Palma asked how the department reached an overtime deficit while Los Angeles remains exposed to major wildfire risk. She also questioned whether firefighters are adequately staffed and equipped as emergency calls unrelated to fires consume department time. Watch Palma's comment.

Another commenter put the criticism more bluntly, saying the council had cut the department and was now making it return for money that should already have been available. Watch that comment.

Animal Services moved from leadership to operations

Item 7 established the salary recommendation for Gabrielle Amster, whom the council had confirmed as Animal Services general manager on May 27. A public commenter asked whether permanent leadership would translate into basic shelter care: feeding animals, walking dogs and meeting medical needs. Watch the comment.

Earlier, the council approved Item 5, a report on creating retail space in city animal shelters to sell pet supplies or lease space to third parties, with revenue supporting shelter operations. It also approved a report on the city's spay-and-neuter voucher programs. Those items passed as part of a 10-0 agenda vote. Watch the vote.

Climate accounting expanded beyond city buildings

Items 1 and 2 covered LA's annual community and municipal greenhouse-gas inventory and emissions associated with goods and services the city purchases. Both passed with the early agenda items. The second report matters because a city's climate footprint is not limited to fuel and electricity; contracts and supply chains also carry emissions.

The council also approved a new operating agreement for the Sherman Oaks Castle Park arcade and food concession. An easement item involving Chatsworth parks was continued to June 26.

Youth advocates asked for a place of their own

Pamela Robinson and Dr. Frank Degoville asked for support to expand a long-running South Los Angeles martial-arts and after-school program. Degoville said he had operated the program from his home for decades and wanted funding for a recreation center in Council District 9. Watch Robinson's comment and Degoville's request.
