I mean,, CD1 Hernandez., I have a complaint and I've been trying to complain for the last year about racing up Bodri. different times of the day up to 3 4:00 at night. These are offroad vehicles, motorcycles, tricycles, and also sports cars with exhaust modified exhaust making lots of noise racing up and down Victor Heights. There has been recently an accident that I observed and there are gang and graffiti coming in from the Diamond Street gang 18 and Lincoln Heights Hazard., every neighborhood watch meeting I've requested PD to show up. They don't show up.

There have been too many bad incidents and almost deaths of civilian bicyclists in car driven places within Los Angeles. Many motorists cannot identify with certain modes of travel and the ebike is a prime target for a deadly occurrence. I would like to make a motion that all ebikes require a helmet for safe travel. Also, it would be considerate if city services would look at street lighting that don't work and the meter outage for parked cars. Victor Heights is a historic hillside neighborhood connected to Chinatown and Chavez Ravine. Sadly, I'm here to document a recurring late night issue in our neighborhood. We are seeing gatherings of 20 to 200 people in residential streets late at night with loud mucus, unsafe racing type driving, public intoxication, indecent exposure, and repeated gang tagging.
